Dr Tong Hing-yan attained his BSc (Hons) in Applied Mathematics and then PhD in Transportation from The Hong Kong Polytechnic University. His major research interests include traffic simulation, vehicle emission modelling, intelligent transportation system as well as transport modelling. He is a Chartered Member of the Chartered Institute of Logistics and Transport (CMILT) and a Member of Intelligent Transport System Hong Kong (MITSHK).

Dr Tong possesses rich teaching, research and industrial experience. He has joined the Department of Civil and Structural Engineering of The Hong Kong Polytechnic University as a Research Associate since 2001, and he was cordially invited to be a visiting lecturer for a post-graduate programme in the same department since 2003.

Before joining HKCC as a college lecturer, Dr Tong was employed as lecturer in the Department of Business Services and Management of IVE, responsible for teaching Quality Management and Transport & Logistics subjects as well as participating in a Qualification Framework (Logistics Industry) Project for EMB. Apart from that, Dr Tong was a Senior Transport Engineer / Analyst and a Quality Assurance Manager in a worldwide transport consulting company, working on projects from different Asian cities including Hong Kong, Taiwan, Indonesia and numerous cities in the Mainland China.
