Dr Simon Leung is a long serving staff member of The Hong Kong Polytechnic University (PolyU), having joined the institution since September 1988. He received his PolyU Long Service Award in 2004.

For the first 15 years with PolyU, Dr Leung had been associated with the Department of Accountancy (now the School of Accounting and Finance) where he had held a number of leadership positions. As Associate Head, for example, he was responsible for monitoring the standards of the Department's government-funded and self-financed undergraduate programmes that involved a student population of 2,000. He was instrumental in planning and leading the Department's Accountancy Degree Programme which was the first of its kind in Hong Kong receiving maximum exemptions from professional bodies dating back in late 1980s.

Dr Leung is a qualified accountant with academic and commercial training. He got his Bachelor of Social Sciences from The University of Hong Kong, and his MBA and PhD from The Chinese University of Hong Kong. Qualification-wise, he is a certified accountant (FCPA, FCCA), a professional management accountant (FCMA, CGMA, CMA) and a chartered company secretary (FCIS, FCS). His teaching and research interests include student learning, Cost and Management Accounting, Accounting in China, and Ethics in Accountancy. He has published and presented more than 30 papers, authored three books and contributed chapters to texts.

During his long-term association with PolyU, Dr Leung has developed a very extensive network both internally at the university and externally with practitioners, professional bodies, as well as academic and non-academic institutions. On the other hand, Dr Leung has been very supportive of the holistic development of students. In this light, he was appointed by PolyU as the Founding Warden of Wuhua Hall of Residence between July 2002 and June 2010 to fuel the development of Student Hostel. He was further appointed in February 2014 to the University’s Wardens Selection Panel to help select wardens for the 15 Halls of Residence of PolyU.

Dr Leung has been active in community services and scholarly activities. For example, he was Council Member (1989-2000), Vice President (1991-1996) and President (1996-1997) of Chartered Institute of Management Accountants (Hong Kong Division). He was External Examiner for The Open University of Hong Kong from 2000. He was then appointed by Hong Kong Institute of Certified Public Accountants as Member of its Complaints Panel from 2002. From 2007, he was elected to the Association of Chartered Certified Accountants’ Hong Kong Committee and co-chaired its Student Affairs Sub-Committee. In the same year, Dr Leung was invited to be the Chairman of Continuing Education Fund’s Advisory Committee and Member of the Expert Group of Education Bureau of HKSAR. Then in 2008, he was appointed as Convenor of Quality Assurance Principles Sub-Group of the aforementioned Expert Group. From 2004 to 2010, he was invited to serve as Academic Advisor to Hangzhou Wanxiang Polytechnic, PRC. Later in 2012, Dr Leung was appointed by the Federation for Self-financing Tertiary Education as Chairman of Yi Jin Diploma’s Academic Quality Assurance Sub-committee.

Dr Leung joined HKCC as Acting Director in July 2003, and was appointed as Director in May 2004. He was further appointed in November 2008 as Associate Dean (Development) of the College of Professional and Continuing Education (CPCE). He received his CPCE Long Service Award in 2014 and was further awarded the CPCE Dean’s Award for Outstanding Service Performance / Achievement 2013/14 later in the same year.
